Samfunnsøkonomisk analyse av nytt bygg for Griegakademiet

The Grieg Academy (Department of Music) at the University of Bergen is currently located in a old school building in the center of Bergen. The department has long wished for better premises and co-location with the rest of the Faculty of Fine Art, Music, and Design. Vista Analyse and Metier, commissioned by the Ministry of Education and the Ministry of Finance, have conducted a quality assurance (KS2) of investment into a new building for the Grieg Academy according to the state's project model. We have also conducted a socio-economic analysis comparing the cost- and benefit effects of a new building in Møllendal, with the continued operation in the current premises at Nygård.
We find that a new building in Møllendal is 257 million Norwegian kroner more expensive than continuing operations in the current premises. However, there are significant non-priced benefit effects that likely make the initiative socioeconomically profitable.
A new building will improve the acoustic quality of practice- and concert halls, which cannot be achieved in the current premises. It will likely increase the level of competence among students, contribute to greater and better production from academic staff, as well as improve the working environment and well-being. A new building will also reduce the risk of the Grieg Academy having to close or limit its activities due to deteriorating conditions at Nygård school.
