2025 marked a strong year of research for Vista Analyse

Vista Analyse´s staff contributed to a wide range of articles and research projects throughout 2025. The work spans several of Vista Analyse´s core areas, including energy and the environment, international and regional economics, and transport, innovation, and technology.
On behalf of the Expert Committee on Climate Adaption (Ekspertutvalget for klimatilpasning), we mapped the literature in 2025 on how climate change affects the Norwegian economy.
We are in the process of finalising a multi-year research project on efficiency measurement in the police, with research reports related to service production and cost variations within the police. This project is conducted in collaboration with the Frisch Centre, OsloMet, and the Institute of Transport Economics, on commission from the Ministry of Justice and Public Security.
The proposal for "Norway price" (Norgespris), a support scheme designed to offer a fixed price on electricity, has engaged the public in 2025. In an article in Samfunnsøkonomen, Orvika Rosnes provides an overview of existing research on price elasticities of electricity consumption and discusses what we can expect in terms of future demand flexibility, particularly in light of technological developments in recent years. The article builds on the literature review conducted in connection with the analysis of the impacts of high electricity prices on the Norwegian economy in 2022.
January 31. 2025 marked a highlight, when Vegard Østli successfully defended his PhD thesis, "The Influence of Transport Policies on Car Ownership and Travel Behavior: Insights from Three Empirical Studies." Over the course of the year, our staff have also contributed to research as peer reviewers, examiners, lecturers, and speakers.
