Michael Hoel is professor of economics at the University of Oslo. He has worked with issues related to natural resources, energy and environment since 1976. In addition to academic research in these areas, he has held a large number of public lectures and participated in several policy analyses for public sector institutions and organisations in Norway and internationally.

He has been a member of several high-level public committees. Since 1990 Hoel has especially focused on climate policy analysis and international climate negotiations.
